The fact is if you want the World cup to achieve some growth or at least stave off decline in it's heartlands you don't deprive the casual fans of the game here and in Aussie of the world cup, every time I have attended World cups here it gets thousands of non regular-RL fans into our stadiums, They can carry on watching Pro-RL and boost our game

Of course it's a good idea.
Take the game somewhere "new" and attract some investment from elsewhere.
The clue is in the name "World Cup".
As for depriving "loyal RL fans access", no they're not, it's a couple of hours on a plane and hotels etc are cheaper than London etc.
It's ridiculous that "the best game in the world" can only stage major events in 2 places.
Having said that, there is no guarantee of success and there will need to be some serious hard work done, to sell out some of the games.
As for your argument about RU having N. America and France wrapped up, you could include England in the same comment.
They should be congratulated for their ambition but, as I said, there will be a great deal of effort required to make it a success.
A RLWC final in the Camp Nou would be a tremendous event - count me in.
