That's weak supporting evidence. The incidents list hardly proves Mr HKR's Chairman's point. It sounds like an unfair decison. Yet, as any parent will vouch, if you can't tell who the culprit is, then it's difficult to hand out substantial punishment. Sometimes things just aren't fair because they can't be.
